Ndy Otis, CPA, MBA, CGFM, CGMA
Founding and Managing Partner
As the founder and managing partner of Otis and Associates, P.C., Mr. Ndy Otis has a strong commitment to quality and service. As the managing partner, he continues to contribute to the firm’s excellence through his managerial and supervisory perspective. Mr. Otis frequently lends his valued wisdom to business advisory services; however, his primary focus is accounting and auditing.
Through 25 years of experience, Mr. Otis has gained substantial experience in conducting and supervising audits for federal and state government agencies, government contractors, large corporations and non-profit agencies. His audit experience includes engagements that have focused on Chief Financial Officer’s (CFO) Act, Government Management Reform Act of 1984, single Audit Act, and Office of Management and Budget (OMB) Circulars A-110, A-17, A-128, and A-133, work has resulted in agencies recovering overpayments, tracking cost, detecting fraud and indirect cost reviews.
Mr. Otis began his professional career after receiving a Bachelor of Art degree in accounting in 1986 from the University of the District of Columbia. Two years later he earned a Masters degree in Business Administration, with a concentration in finance, from Morgan State University. In 1996, Mr. Otis satisfied the State of Maryland’s requirements to become a Certified Public Accountant. The following year, he became a Certified Government Financial Manager.
Justin U. Harris, Ph.D.
Principal-in-Charge of Management Consulting
Dr. Justin U. Harris has a thorough understanding of today’s business complexities and brings over 30 years of Management Consulting experience to the firm. As the Principal-in-Charge of Management Consulting, he directs a group of experienced consultants in all areas of business planning and strategy. He has consulted with the public and private sectors in the areas of strategic planning, business process engineering, human resource management, Organizational development and market/feasibility analysis.
Dr. Harris also has considerable experience in developing and implementing training programs, specifically for international personnel working overseas assignments. A former college dean and professor, Dr. Harris has authored three books. He has conducted and continues to research on various aspects of management strategy and published papers on business issues. His many years of university teaching of courses on business policy and strategy, organizational change management, marketing management and strategic planning enrich our management consulting opportunities.
Dr. Harris received a Bachelor of Arts degree in Philosophy/Psychology in 1976 from Bigard Memorial Seminary. From Marquette University Graduate School, he earned a M.Ed. and Ph.D. in Counseling and Personnel Services in 1979 and 1983; and a post-doctoral M.B.A. in Business Administration in 1985. Consistent with his dedication to life-long learning, Dr. Harris earned a Master's in Health Services Administration (M.H.S.A.) in 2008 from Strayer University.
Isaac Woode, CPA
Principal-in-Charge of Accounting and Auditing
Mr. Isaac Woode heads the accounting and auditing department for Otis and Associates and has over 25 years of experience in financial analysis, budget planning and auditing in both the public and private sectors. He has directed consulting engagement in all phases of the budget process to include internal control reviews and cost accounting for companies and organizations with multi-million dollar budgets. Mr. Woode has also gained vast experience on audit engagement in accordance with CFO Act and the Single Audit Act under the OMB Circulars A-133 and A-110.
Mr. Woode is a graduate of Benjamin Franklin University, where he earned a Bachelor of Science degree in accounting. After extensive study and working with one of the country’s leading accounting firms, he passed the certified public accountant’s examination in 1987. He is a member of the American Institute of Certified Public Accountants and the Virginia Society of CPAs.
Peggy Otis
Principal-In-Charge of Management Information Systems
Mrs. Peggy Otis heads the management information systems department of Otis and Associates, P.C. She brings a thorough understanding of business complexities and considerable experience in designing and implementing computer systems that assist companies in managing and operating more efficiently. She is a certified Oracle Database Administrator and has provided support in Windows NT and Unix environments. In addition to Mrs. Otis’ experience in database managements, she has technical knowledge of hardware and software that has assisted a broad base of public and private sector clients to resolve issues and make better business decisions.
She is a graduate of the University of Ibadan where she earned a Bachelor of Science degree in Psychology in 1997. She has participated in a number of training and certification classes at the Oracle Corporation, including SQL and PL/SQL, Oracle 8 Data Backup and Recovery, Oracle 8 Database Administration, Oracle 8 Network Administration, Oracle 8 Performance and tuning, and Data modeling and Relation Database Design.
